Personally it would translate it based on the source and context (Tokyo Expressway No. 4). If the tone is conversational I would translate it phonetically. If it's important for giving directions or specifications I would revert to the client to see what term they use (Tokyo Bypass No 4, Tokyo Expressway 4, etc.). It's a situation where you can't win and would be best left to a proof reader's discretion with a translators note.
