Italian term or phrase: preordinate alla persecuzione personale

planned for the direct persecution of the person
Explanation:
deliberately planned for the direct persecution of the person applying for protection

personal persecution, would mean you do it yourself personally and not direct the persecution on the person who is the victim.
The word "premeditated" comes to mind, but the whole sentence would need rephrasing.

I just did a check on eur lex and persecuzione personale does not seem to be a standard legal term or it would be there. It isn't.

Not really. The term "person" is used very frequently in criminal law. "The term “crimes against the person” refers to a broad array of criminal offenses which usually involve bodily harm, the threat of bodily harm, or other actions committed against the will of an individual. Those involving bodily harm (or the threat thereof) include assault, battery, and domestic violence.

I only used "person" because "personally" changed the meaning, but I think you need "person".

Notes to answerer
Asker: So how is the person made a victim if you do not direct the persecution at them?

Asker: Sorry - ignore my question, I get it now.

Asker: I have put "individual and direct persecution" - do you think that would work?
