What rules govern the order in which translation results are used?

My "Translation results" contain the following entries (in this order):
Ausgang -> output
Ausgänge -> outputs

Why in the Edit screen is "outputs" always suggested for "Ausgang"? (the same is true for other terms)

To investigate further, it would be good to know, what type of translation result this is? Term entry, TM entry, MT entry etc?

If you unsure what type of translation result it is, you can also state the colour of the result, which helps identify the type.

These blue suggestions are term entries.

The reason you are receiving "outputs" as a suggestion in the first place is that the term entry "Ausgänge" probably contains a socalled wildcard (e.g. "Ausg|ang"). This means that the term suggestion for "Ausgänge" will also show up for "Ausgang". This is a feature intended to ensure consistency between singular and plural forms. Usually you would only have the singular form as term entry, in order to avoid double entries.

As to why "outputs" is suggested in the edit screen rather than "output". This seems to be due to both terms existing as term entries, but memoQ prioritising the longer result first. If you press [Ctrl] in the target segment (without it containing "output(s)"), both variants should appear as suggestions (again "outputs" before "output"). Automatic insertion of term entries can sometimes be problematic unfortunately and you have to do it manually.

Thanks for the detailed explanation.
As you mentioned, the automatic term suggestions are problematic, which is unfortunate because when they work correctly they greatly simplify translation work. I continue to be frustrated by the incorrect handling of uppercase and lowercase, even though I add terms case-insentive.
