With respect to the oil and gas exploration and production activities, the National Standards are generic in nature while the IPS are more specific and detailed.
The environmental specifications issued under the IPS are considered as the default National Standards for the oil and gas development projects. Nevertheless, compliance with both the sets of standards is mandatory.

Source text - English The Russian government has proposed adjusting the existing export duties on oil products, equalizing the currently differentiated rates between dirty and clean products beginning January 1, 2012. According to the proposal, the rate for both clean and dirty products would settle at 55% of the duty on crude oil, which is itself based on a function of the previous month's market prices. The new products rate would result in an increase for duties on heavy fuel oil (HFO), Russia's largest oil product export, while a decrease for duties on gasoil, the second largest export. Justifying the changes as a means to both stimulate refining investment as well as boost tax returns, Prime Minister Vladimir Putin had instructed his relevant ministries to formulate a plan to carry out the long-discussed duty adjustment as part of a larger effort to restructure the oil industry's tax environment.
More surprisingly, reports surfaced last week that the government may actually push through the new duty structure earlier than had been announced, perhaps even as soon as 2010. While the government's desire for bigger tax receipts sooner is understandable, such a move would give refiners even less time to invest in conversion capacity that would cut HFO output and enable them to adapt their yield to the new export conditions. As it stands now, Gazprom Neft is in the best position to capitalize on the new export duties owing to its high ratio of clean product exports. Others with less complex refineries, such as Surgutneftegaz, Russneft and Alliance are likely to suffer.

Source text - English ETS（Emission Trade System）, which accounts for two-thirds of the global carbon market, works on the same principle as European food rationing in the wake of World War II, except instead of food, it applies to emissions of carbon. Regulators set a cap on total carbon emissions, and then that total is rationed among emitters in the form of permits (ration cards, also known as allowances, credits and offsets). Those with surplus permits can sell them to those who are short: carbon trading is born.
Under ETS, E.U. member states issue permits for some 3 billion tonnes of carbon emissions annually to some 12,000 ‘energy intensive’ factories. Allocations are based on past performance, and they are steadily ratcheted down over successive budgeting cycles. For a plant that historically emitted, say, 50,000 tonnes per year, the government might give permits for 45,000 tonnes. That plant’s operators then have three basic choices. They can: discharge 5,000 tonnes less than last year, buy 5,000 tonnes of excess permits from someone else, or cut emissions below 45,000 tonnes, and sell their excess permits to someone else. Whichever, at the end of the year they must match up permits and emissions, or face a €100 penalty per tonne of unpermitted emissions.
