Debido a razones relacionadas con la reestructuración de la Administración Pública Nacional y a cambios de autoridades nacionales, y de las autoridades del Organismo, se produjo un impasse en el cumplimiento de la CCC firmada por la Dirección Nacional de Migraciones, situación que ha sido recientemente superada. En el momento de realizar la presente Evaluación, el organismo ha implementado la Unidad CCC, nombrando nuevos facilitadores, los cuales se encuentran trabajando en la revisión y perfeccionamiento de la CCC, con la capacitación y colaboración técnica brindada por integrantes del Programa.
Del monitoreo efectuado por el organismo, surge que el nivel de cumplimiento de los estándares de calidad fijados para los servicios esenciales es de un 85%.
En relación a los servicios mencionados fueron medidos plazos, es decir la rapidez y capacidad de respuesta del Organismo para cumplir con los tiempos establecidos para llevar adelante los trámites y confiabilidad en que los mismos se realizarán en forma transparente y sin ningún tipo de discriminación, es decir transparencia en la gestión.
La calidad de la atención brindada a los usuarios en función de los siguientes atributos que habían sido comprometidos en la Carta: la transparencia en el desempeño, la equidad en la prestación del servicio y la confiabilidad que se expresa en la ausencia de quejas por errores técnicos atribuibles al personal, la identificación adecuada del personal, el cumplimiento del horario de atención al público y la señalización permanente en la Institución. El nivel de cumplimiento promedio alcanza al 90% del estándar comprometido.
Translation - English EVALUATION
Because of reasons related to the restructuring of the National Public Administration and to changes in national authorities, and in the Organization’s authorities, an impasse was produced in the observance of the CCC, signed by the National Department of Immigration, situation which has recently been solved. At the time this Evaluation is performed, the organization has implemented the CCC Unit, hiring new facilitators, which are working in revising and perfecting the CCC, with the training and technical collaboration given by members of the Program.
From the monitoring performed by the organization, it appears that the observance level of the quality standards set for the essential services is 85%.
In relation to the mentioned services, time periods were measured, that is, the speed and response capacity of the Organization to observe the time periods established to carry out the proceedings, and the trustworthiness that they be done in a transparent manner and without any type of discrimination, that is, transparency in the process.
The quality of the attention given to the users is a function of the following attributes that had been committed to in the Letter: transparency in performance, fairness in providing the service and trustworthiness, which is expressed in the absence of complaints for technical errors attributable to the personnel, adequate identification of the personnel, observance of the schedule for attending the public and permanent signposting in the Institution. The average observance level reaches 90% of the standard committed to.
I graduated in 1983 as an engineer. I am a native speaker of both English and Spanish, certified by the government of Panama. I am also an examiner for translators applying for translator certification in Panama. I am a perfectionist and do high quality work. I specialize in legal documents, finances / banking, construction, and information technology.
Besides my working languages, I can read and write in French and Turkish with a fluency between 60 and 70%.
I have been working as a freelance translator for 21 years, and as a freelance interpreter for 19 years. I worked for Access Interpreters (agency) as a simultaneous interpreter and translator for ten years. I worked as the official translator (full-time) for the Superintendency of Banks of Panama for 4.5 years. My duties: live interpretation from English to Spanish and from Spanish to English in conferences and workshops; translation of extensive legal documents.
