Source text - English The ledger of transactions is protected by different mechanisms, but one of the main features used is a hash algorithm. The reason why will be discussed later. A hash algorithm is simply a function that maps any input of any length, into an output of a fixed length. A very simple hash algorithm would be: “count the number of characters in the input, and pad with leading zeros until you have 10 digits”. For example, running “a word” through this algorithm would yield the result 0000000006. This algorithm would work only for inputs of less than 9999999999 characters, so in that sense it is a limited hash function that works only from a specific domain.
A hash function often used in online banking is SHA256, which maps any input to a binary output of 256 bits length (or 64 hexadecimal characters, the most common representation). It is very interesting, as it is very easy to generate a hash for any data input, is almost impossible to find collisions (two different inputs that give the same output hash), the hash cannot be reverse-engineered to the original content, and of course the same input will always generate the same hash.
Another essential feature is that each input will give a completely different hash, even for a very small difference. “MyHash” and “myHash” will give completely different outputs.
Additional Security Issue: the Order of Transactions
It is difficult to maintain an order of transactions. Because new transactions are continuously being propagated across the network, it would be possible for the following scenario to happen:
transaction 1 is done, and starts propagating through the network
transaction 2 is done 10 seconds later and starts propagating through the network
a peer-to-peer node much closer to the origin of transaction 2 receives transaction 2 first and transaction 1 later. For that node, the correct chronological order of transactions is transaction 2 -> transaction 1.
This is an issue, because it is critical to know the correct order of transactions to avoid double-spending.
For example, the following scenario can occur:
a buyer pays for a product (transaction 1, referring to transaction A as input)
seller ships the product
the buyer sends a second transaction to themselves or a different public key they own (transaction 2, also referring to transaction A as input)
because of speed of propagation of the transaction in the network, some nodes may receive transaction 2 before transaction 1, and therefore declare that transaction 1 is invalid because it double-spends transaction A.
if the consensus becomes such, the seller of the product will not get paid because transaction 1 has been deemed invalid. The seller has therefore shipped a product for free.
This also shows that it is difficult to obtain a consensus on the order of the transactions throughout the network.
The problem can only be solved if the entire network can agree on a transaction order.

Bonyolult fenntartani a tranzakciók sorrendjét. Mivel az új tranzakciók folytonosan terjednek a hálózaton, esetleg a következő is megtörténhetne:
1. tranzakció megtörtént, és megjelenik a hálózaton
2. tranzakció tíz másodperccel később történik meg, és jelenik meg a hálózaton
egy elosztott egyenrangú csomópont, ami sokkal közelebb van a 2. tranzakció eredetéhez, először a 2. tranzakciót fogadja, és az 1. tranzakciót később. Ennek a csomópontnak a tranzakciók helyes időbeli sorrendje 2. tranzakció -> 1. tranzakció.
Ez probléma, mert nagyon fontos tudni a tranzakciók megfelelő sorrendjét, hogy elkerülhető legyen a kétszeres költés.
Például a következő helyzet állhat elő:
egy vevő fizet a termékért (1. tranzakció, ami A tranzakcióra mutat, mint bevitelre)
az eladó elküldi a terméket
a vevő elindít egy második tranzakciót saját magának vagy egy másik publikus kulcsra, ami a tulajdonában van (2. tranzakció, ami szintén az A tranzakcióra mutat, mint bevitelre)
a tranzakció hálózaton történő terjedési sebessége miatt, néhány csomópont esetleg a 2. tranzakciót az 1. tranzakció után fogja megkapni, és ezért az 1. tranzakciót érvénytelennek nyilvánítja, mert duplán teljesítené az A tranzakciót.
ha ez lesz az eredmény, akkor a termék eladója nem kapja meg a pénzét, mert az 1. tranzakciót érvénytelennek nyilvánították. Az eladó tehát ingyen szállította le a terméket.
Így látható, hogy nehéz fenntartani a tranzakciók egységes sorrendjét a hálózaton.

On 19th February, starting at 10.00 there will be an Energy Council. It is the first regular Council since the gas crisis between Russia and Ukraine in January. The main objectives of the Council are to have an exchange of views on the gas crisis, to adopt conclusions on the Strategic Energy Review and to have an orientation debate on the proposal on the revision of the Directive on oil stocks and the Commission Communication on the security of supply for natural gas. The lunch will be focused on the technical elements of the energy projects of the Recovery Plan.
Points in the agenda
1. Energy Security: Follow up of the gas crisis. Information from the Presidency and the Commission. Exchange of views
The Commission and presidency will inform the ministers on the development of the recent gas crisis between Russia and Ukraine and the lessons learn from this crisis, that from 7 January until 20 January left Europe with no Russian gas coming from Ukraine.
Durig the crisis, the EU demonstrated that it could speak with one voice, and was be able to act quickly and resolutely, for instance, when sending monitors to remote locations in Ukraine and Russia. Discussions are ongoing with the Russian authorities on how to continue the monitoring mission. The protocol establishing the terms of reference for the mission remains in place, monitoring reports are provided on a daily basis.
Mitigation measures taken by EU companies and the Member States allowed most countries to manage the situation successfully. Solidarity measures as supply of gas to EU countries more severely affected by the gas cut were swiftly implemented.
However, the weaknesses of EU energy security and the EU's energy situation were also identified. It confirmed that the EU urgently needs to continue the development of the internal market, to improve energy interconnections for security of supply, to reinforce its emergency mechanisms and to strengthen its negotiating position vis-à-vis our major suppliers.
The rapid development of infrastructure for the EU's energy needs, to encourage diversity of both energy sources and supply routes under the 2nd Strategic Energy Review, is paramount. The projects identified in the Strategic Energy Review are highly relevant to this aim. The Commission considers that the proposed regulation on financial assistance to energy projects, with a view to financing energy infrastructure projects under the Recovery Plan, should be quickly adopted.

Az Energiaügyi Tanács február 19-én 10 órakor tartja első rendes ülését a januári orosz-ukrán gázválság óta. A Tanács fő célja, hogy véleményt cseréljenek a gázválságról, elfogadják az energiapolitika stratégiai felülvizsgálatából levont következtetéseket. Előzetes vitát tartanak továbbá a kőolajkészletekről szóló irányelv felülvizsgálatára tett javaslatról, valamint a földgázellátás biztonságáról szóló Bizottsági közleményről. Az ebéd az európai gazdasági fellendülési tervben szereplő energiaágazatbeli projektek technikai részleteinek megvitatására koncentrál majd.

A Bizottság és az Elnökség tájékoztatja a minisztereket a nemrégiben lezajlott orosz-ukrán gázvita fejleményeiről, valamint a válság tanulságairól, amely miatt január 7. és 20. között nem érkezett Ukrajnán keresztül orosz gáz Európába.
Az Európai Unió bebizonyította a válság alatt, hogy képes egységesen fellépni, valamint gyorsan és határozottan cselekedni, ahogy például megfigyelőket küldött Ukrajna és Oroszország távoli pontjaira. Folynak a tárgyalások az orosz hatóságokkal, hogy miként lehetne tovább folytatni a megfigyeléseket. E feladat teljesítésére vonatkozó kézikönyv rendelkezéseit meghatározó eljárási szabályok érvényben maradnak, a felügyelői jelentések napi rendszerességgel készülnek.
Megmutatkoztak azonban az EU energiaellátás biztonságának és energiahelyzetének gyenge pontjai is. Világossá vált, hogy az EU-nak sürgősen folytatnia kell a belső piaci kapcsolatok fejlesztését és az energia rendszer-összeköttetések kiépítését az ellátás biztonságának megteremtése érdekében. Meg kell erősíteni továbbá válsághelyzeti mechanizmusait és a legnagyobb beszállítóinkkal szembeni tárgyalási pozícióját.
A legfontosabb cél az EU energia szükségleteit kiszolgáló infrastruktúra gyors kialakítása, amely az energiapolitika második stratégiai felülvizsgálatának megfelelően az energiaforrások, és az ellátási útvonalak változatossá tételére ösztönöz. Ebből a szempontból nagyon lényegesek az energiapolitika stratégiai felülvizsgálatában megfogalmazott projektek. A Bizottság megítélése szerint az energiaberuházásokhoz nyújtott pénzügyi támogatások szabályozására tett javaslatot gyorsan el kell fogadni. Ennek értelmében az energiainfrastruktúrával kapcsolatos projekteket az európai gazdaságélénkítési terv keretében kellene finanszírozni.

A TEN az EGK, majd az EU beruházási programja a közlekedés, a távközlés és az energetika területén az egységes európai piac infrastrukturális feltételeinek megteremtésére, ami 34 közlekedési és 8 energetikai projektet tartalmaz.
A nagy sebességű vasutakból és autópályákból álló közlekedés feladata, hogy a megnövekvő áruszállítási igények miatt növeljék meg a közösség közlekedési infrastruktúrájának kapacitásait elsősorban a kohéziós alap által támogatott országokban az EU földrajzi perifériáin, valamint a legforgalmasabb európai közlekedési irányokban.
A TEN energetikai projektjeinek célja az EU egységes energetikai rendszerének létrehozása az ellátás biztonságának növelése, a tagállamokat érintő aszimmetrikus sokkok elkerülése és az energetikai piac hatékonyabbá tétele érdekében.
Az egységes európai energiapiacon – ami a természetes monopóliumok lebontását, az infrastruktúrához való szabad hozzáférés biztosítását és a piac liberalizációját foglalta magában – az árképzések, a fölösleges kapacitások és a szabályozások átláthatóbbakká váltak. Ehhez az infrastrukturális feltételek nem voltak meg, mert a vezetékes energiahordozók területén a piacegymástól fizikailag is elkülönülő szegmensekre (Írország, Görögország, Portugália) tagolódott. A költséghatékonyság elve azt diktálta, hogy ezen országok energetikai problémáinak megoldását kapcsolják össze a többletkapacitásokkal rendelkező országok kapacitásainak a piaci verseny diktálta részleges csökkentésével. Ennek a feltétele volt, hogy az egész uniót magában foglaló összefüggő infrastrukturális hálózatot hoznak létre, ami a TEN energetikai rendszere lett.
A közös energiapolitika azzal indult, hogy minden tagállamnak csökkentenie kellett egyoldalú energiafüggőségét, és felszámolni azt a helyzetet, hogy egyes országok energiaszigetként működnek. Ezért hatalmas földgáz- és távvezetékrendszerekkel kötötték össze egymást. Például a kilencvenes években a tenger alatt építették meg az Olaszország és Görögország közötti a hatalmas villanyvezetéket. Ezzel csökkent az egyoldalú energiafüggőség, és kevésbé érintette érzékenyen a tagállamokat az olajár-emelkedés, de hatékonyabban lehetett kiaknázni a villamosenergia-kapacitásokat is. Németországban és Franciaországban a villamosenergia-termelőrendszerben a kapacitástöbblet 40 százalékos. Ez a legmagasabb téli csúcsfogyasztás feletti többletet jelenti, noha az OECD-előírás csupán 20 százalékost ír elő. Görögországban vagy Portugáliában ilyen többletkapacitás gyakorlatilag nem volt. A táv- és földgázvezetékek építését az EU strukturális alapjainak forrásaiból finanszírozták. Az egységes energiapolitika és az energiarendszer létrehozása után világossá vált, mindez csak akkor működhet hatékonyan, ha az unió energiapiacát liberalizálják. Lehetővé téve az országoknak, hogy külföldre szállítsanak, vagy onnan vásároljanak energiát. A milliárdos nagyságrendű energetikai beruházások csak akkor térülnek meg, ha használják azokat.
Translation - English TRANS EUROPEAN NETWORKS (TEN) – Electricity and natural gas market
TEN is the investment program of the EU (earlier that of the EEC). It consists of 34 transportation and 8 energy projects, which are aimed to establish the conditions for a single European market in the transportation, telecommunication and energy sectors.
The transportation by high-speed rails and highways is meant to increase the capacity of the Community transportation infrastructure in order to meet the growing demands for the transportation of goods, especially in Member States supported by the Cohesion Fund in the geographical peripheries of the EU and in the busiest traffic routes in Europe.
The aim of TEN energy projects is to establish a single energy system in the EU, which would ensure the security of supply, prevent asymmetric shocks targeting Member States and increase efficiency in the energy market.
Pricing, redundant capacities and regulations have become more transparent in the Single European Energy Market, which terminated natural monopolies, provided free access to the infrastructure and liberalized the market. The infrastructural conditions, however, were missing to meet this objective because the wired energy source market was physically divided into different segments (Ireland, Greece and Portugal). According to the principle of cost-efficiency, the energy difficulties of these countries should be synchronized with a partial reduction of capacity in those Member States, which have been forced by the requirements of the competitive market to lessen their redundant capacities. To accomplish the synchronization, an EU-wide comprehensive infrastructure network was necessary, which became the energy system of TEN.
The first step of the Common Energy Policy meant that every Member State had to reduce its unilateral energy dependency and the energy island status of certain Member States had to be eliminated as well. Therefore, they linked each other with enormous natural gas pipeline and transmission line systems. For example, an enormous submarine electric wire was established between Italy and Greece in the 1990s. This investment decreased the unilateral energy dependency of certain Member States, and the increasing of oil prices affected them less severely; moreover, electricity capacities could also be used more efficiently. The German and French electricity production has 40% redundant capacity. This means that surplus capacity at the winter peak demand; however, OECD provisions prescribe only 20%. In Greece or Portugal, this kind of redundant capacity practically did not exist. The construction of transmission lines and natural gas pipe lines were financed from EU Structural Funds. The establishment of the common energy policy and energy system made it clear that liberalization of the EU’s energy market is inevitable to an efficient operation of these systems. The liberalization will allow Member States to export or import energy. The energy investments of billions of Euros have to be used to earn a return on them.
