Le recours à des expertises externes a permis de débloquer certaines situations Compte tenu du manque d’expertise sur le sujet de la commercialisation ou de l’approche filière en général, tant au niveau de l’Institution en général, de la Mission, que de l’équipe du Projet, le recours à des expertises externes pour combler ce manque apparaît très pertinent. Tout d’abord, l’étude « baseline » a permis une meilleure compréhension du contexte, des pratiques existantes, et des contraintes. Elle a complété de manière nécessaire l’analyse faite dans la proposition et fournit une base solide pour mieux finaliser la conception des activités. Ensuite, les deux consultances liées à la commercialisation ont permis de lever les points de blocage persistants et ont fourni un apport crucial pour que soient mises en œuvre les activités prévues. Enfin, la présente évaluation vise la capitalisation, pour l’Institution et la mission, des « leçons apprises ». La répartition de ces expertises externes au cours du Projet forme un canevas solide et offre une certaine « garantie », cela a sans doute sauvé le Projet de certaines impasses dans lesquelles il se trouvait. Développer la mobilisation d’expertises externes Même si le coût est élevé, elles ont un apport très important voir crucial pour le Projet. 2. Mobiliser les expertises locales Dans le cas d’un besoin d’expertise, il peut être très pertinent de mobiliser des expertises externes locales. Tout d’abord, les expertises locales sont aussi efficientes (car si elles peuvent être moins performantes, elles sont souvent moins chères). Mais surtout cela participe au développement de fournisseurs de services locaux, ce qui augmente l’impact de l’Action. 3. Organiser / Soutenir l’intégration des apports des consultances externes S2. Des ressources humaines avec des atouts importants 1. Une dimensionnement efficient de l’équipe Il y a une bonne répartition des ressources entre les deux Districts de la zone d’intervention : 2 Techniciens sont basés dans le District de Saighan et 2 autres dans le District de Kahmard. A ces 4 Techniciens, se rajoute un poste en charge des activités de commercialisation, qui est transversal sur les deux Districts. Au final, l’évaluateur considère que l’on a une taille d’équipe qui est très bien adaptée au volume d’activité. 2. Une équipe mixte Dans chaque district, on 1 Technicien et 1 Technicienne, ce qui est très pertinent pour garantir un bon effort de support en direction des femmes. 3. La promotion d’un employé Afghan au poste de Responsable Programme Monsieur Shah Mamoud a travaillé plus de 10 ans pour Solidarités International, à différents postes et sur différentes zones d’intervention en Afghanistan. Monsieur Shah Mamoud est un spécialiste de l’horticulture (longue expérience en centre de recherche) et il a été à l’origine de la réponse de l’Acteur à l’appel à proposition PHDP. Lors de la première année du Projet, il était supervisé par un Responsable Programme expatrié puis il a été décidé de le promouvoir Responsable du Projet ici évalué. Dans ce cadre, il a participé aux semaines techniques organisé par Solidarités International à la fin de l’année 2008, à Paris. Cette promotion est aussi un résultat important de ce Projet. En effet, la mission Afghanistan est la plus ancienne mission de Solidarités International (l’organisation s’appelait à cette époque « Solidarité Afghanistan »), elle est présente dans le pays depuis maintenant 30 ans. La promotion de cadres nationaux est clairement un enjeu important pour l’Acteur : pour le dynamisme de l’ensemble de l’équipe afghane ; pour pallier la difficulté de recrutement d’expatriés ; et enfin, pour la qualité des Projets. S3. Mais un manque de capacités en termes de gestion de Projet Le manque de capacités en termes de gestion de Projet est particulièrement visible à propos des trois points suivants. 1) Le comportement du Projet face aux blocages concernant les activités liées à la commercialisation Le manque d’expertise n’est pas d’après l’évaluateur la raison profonde des blocages qu’a pu connaître le Projet. En effet, le Projet aurait sans doute pu lever en grande partie ces blocages par des méthodes/outils de gestion de Projet, c'est-à-dire en mettant en œuvre les actions suivantes : étudier les problèmes en équipe ; réaliser des analyses (c’est d’ailleurs ce que les consultants ont fait) ; identifier les contraintes ; et enfin concevoir des plans d’actions. 2) Les difficultés d’intégration des consultances Les consultances ont permis de lever ces blocages mais il a fallu deux consultances pour déclencher finalement les activités qui ont été réalisées : les apports ont eu du mal à être intégrés. 3) Un certain manque de stratégie à l’échelle de l’ensemble du Projet L’équipe du Projet est resté dans une mise en œuvre très linéaire du Projet, il n’y a eu d’identification de phases claires. On a continué à réaliser des formations concernant la production (quasiment les mêmes tout au long du Projet) jusqu’à la toute fin du Projet alors que : (i) il aurait été plus pertinent et sans doute plus efficace de plus se concentrer dans la dernière année du Projet, sur toutes les activités liées au renforcement des associations ; (ii) il était important de préparer la fin du Projet. La fin de Projet aurait pu privilégier une étude d’impact bien aboutie et des discussions avec les Producteurs, pour faire un bilan sur le Projet. Ces discussions auraient pu aussi inclure une partie d’évaluation du Projet (évaluation participative). Ces trois points sont à lier aux deux raisons suivantes. 1. Un manque de formation du Responsable Programme Comme nous l’avons vu dans le chapitre précédent, la promotion d’un employé afghan à la position de Responsable Programme est à un atout à la fois pour l’Institution et pour le Projet, il possède à la fois la connaissance technique et la connaissance du contexte. Toutefois, là où il peut avoir des lacunes, c’est dans la maîtrise des outils et méthodes de gestion de Projet, et sans cette maîtrise il ne peut pas pleinement valoriser ses connaissances. La tendance est alors de se concentrer sur une mise en œuvre linéaire du Projet, de se calquer sur le cadre logique. Des activités de formation ont été menées par la mission pour les cadres nationaux mais l’évaluateur pense qu’elles montrent les limites suivantes : (i) elles se sont trop concentrées sur des aspects techniques et pas assez sur des méthodes ; (ii) pour les formations en gestion de Projet, elles sont sans doute trop théoriques. 2. Un manque de coordination, de support et d’animation Le manque de capacités en gestion de Projet sur la deuxième moitié du programme, comme expliqué dans la partie précédente, fait apparaître un manque complètement lié : le manque de coordination et de support. On peut constater aussi que sur la deuxième moitié du programme, les espaces d’apprentissage collectif tels que les « semaines de coordination nationale » permettant aux équipes des différents projets de réfléchir ensemble se sont beaucoup réduits. Ces constats rappellent l’importance du poste de Coordinateur de Sécurité Alimentaire, comme un poste clé dans l’organigramme de la mission, or depuis presque un an maintenant, ce poste n’est pas pourvu. Recommandation 6 : Leçons apprises concernant l’accompagnement de la promotion d’un employé national au poste de Responsable Programme. Accompagner la promotion d’un employé national à un poste de Responsable Programme par la mise en place d’actions de formation « dans l’action » La promotion du staff national aux postes de Responsable Programme est une excellente dynamique qu’il faut poursuivre. Toutefois, il est important d’accompagner cette promotion d’actions de support et de formation dans le domaine de la gestion de Projet (et de la gestion d’équipe). Les actions de type « coaching » dans l’action sont à privilégier par rapport aux formations théoriques. Ces actions ont un coût et il est par conséquent important de les anticiper et de les budgéter au moment de la conception du Projet. Recommandation 7 : Prendre des mesures pour enfin recruter un Coordinateur Sécurité Alimentaire et/ou prendre des mesures palliatives Prendre des mesures pour enfin recruter un Coordinateur Sécurité Alimentaire et/ou prendre des mesures palliatives D’une part, il est important de comprendre pourquoi ce poste n’arrive pas être pourvu et de lever ces points de blocage. D’autre part, pour pallier à l’absence de ce poste, il peut être fait appel à des missions de consultants externes sur des points pré-identifiés et prioritaires : support, coaching, formations, animations d’ateliers, études sur des sujets précis. S4. Des lacunes dans le système de collecte et d’analyse de données pour conduire le Projet Il y a un manque d’information nécessaire à la conduite du Projet. Ce point est détaillé à un niveau plus opérationnel dans le point R8 « Des lacunes dans le système de suivi et d’analyse », toutefois on peut donner les éléments suivants. Le système de collecte et d’analyse de données n’est pas adapté à la nature du Projet (c’est un Projet qui demande que soit réalisées des analyses au cours du Projet) et à sa durée (plus de 3 ans et demi) : on ne peut pas rester dans une application stricte du cadre logique (comme une recette). Recommandation 8 : Leçons apprises concernant la gestion d’un Projet du type de celui qui est évalué S5. Un Projet efficient On peut reprendre les points précédents liés à la structure du Projet, sous l’angle de l’efficience du Projet : 1) les atouts : - le bon dimensionnement de l’équipe opérationnelle - la promotion d’un employé afghan au poste de Responsable Programme 2) les faiblesses : - des lacunes dans la répartition des ressources au cours du Projet (formation sur la production conduite jusqu’à la toute fin du Projet - la valorisation des expertises externes n’est pas optimale… 4. The reliance on external expertise has helped to untangle certain situations Given the lack of expertise on the subject of marketing or the sector approach in general, as much at the level of the Institution in general, of the Mission, as of the Project team, the use of external expertise to address this shortcoming seems quite appropriate. Firstly, the “baseline” study has allowed for a better understanding of the context, of the existing practices, and of the constraints. It has been a necessary complement to the analysis made in the proposal and provides a solid basis to better finalize the design of the activities. Secondly, the two consultancies related to marketing have helped overcome persistent sticking points and provided crucial input for the implementation of planned activities. Finally, this evaluation aims to capitalize, for the Institution and the mission, on the “lessons learned”. The allocation of this external expertise during the course of the Project forms a solid framework and provides a certain “security”; it has undoubtedly rescued the Project from certain impasses in which it was finding itself. The structure has been able to mobilize this outside expertise for… - identification of gaps - editing of the TRD - recruitment of experts Small downside/integration of the experts’ recommendations… Recommendation 5: Increase the mobilization of external expertise 1. Increase the mobilization of external experts Even if the cost is high, they have a very important, even critical, contribution to make to the Project. 2. Mobilize local experts In the case of a need for expertise, it can be very useful to mobilize local outside experts. In the first place, local experts are equally efficient (while they may be less productive, they are often less expensive). But above all this contributes to the development of local service providers, which enhances the impact of the Action. 3. Organize/Support the integration of contributions from external consultancies S2. Human resources with important assets 1. An efficient designing of the team There is a proper allocation of resources between the two Districts of the target area: 2 Technicians are based in the Saighan District and 2 others in the Kahmard District. A marketing position covering the two Districts, complements these 4 Technicians. Finally, the evaluator believes that the size of the team is very well suited to the volume of activity. 2. A diverse team In each district, there is a male and female Technician, which is very appropriate to ensuring a good effort of support for women. 3. The promotion of an Afghan employee to the position of Program Manager Mr. Shah Mamoud has worked more than 10 years for Solidarités International, in different positions and in different target areas in Afghanistan. Mr. Shah Mamoud is a specialist in horticulture (long experience in research centers), and he initiated the response of the Participant to the call for a PHDP proposal. During the first year of the Project, he was supervised by an expatriate Program Manager, and it was later decided to promote him to Manager of the Project being evaluated here. In this context, he participated in the technical weeks organized by Solidarités International at the end of 2008, in Paris. This promotion is also an important outcome of this Project. Indeed, the Afghanistan mission is the oldest mission of Solidarités International (the organization was previously called “Solidarité Afghanistan”); it has been present in the country for 30 years now. The promotion of national managers is clearly an important issue for the Participant: for the dynamism of the entire Afghan team; for mitigating the difficulty of recruiting expatriates; and finally, for the quality of the Projects. S3. But a lack of capacity in terms of Project management The lack of capacity in terms of Project management is particularly noticeable in relation to the following three points: 1) The conduct of the Project in facing obstacles in activities related to marketing The lack of expertise is not according to the evaluator the underlying reason for the impediments the Project has encountered. Indeed, the Project could no doubt have overcome these obstacles to a large extent by the methods/tools of Project management; that is to say, by carrying out the following actions: studying the problems as a team; performing analyses (It is incidentally what the consultants have done); identifying the constraints; and finally designing action plans. 2) The difficulties with integration of the consultancies The consultancies have helped overcome these obstacles, but it required two consultancies to finally trigger the activities that were undertaken: the inputs have been difficult to integrate. 3) A certain lack of strategy on a Project-wide scale The Project team has held to a very linear implementation of the Project; there has not been a clear identification of phases. Training in production (virtually unchanged throughout the duration of the Project) continued to be carried out until the very end of the Project, whereas: (i) it would have been more appropriate and undoubtedly more effective to concentrate more on the last year of the Project, on all the activities related to strengthening the associations; (ii) it was important to prepare the end of the Project. The end of Project could have given priority to an in-depth impact study and to discussions with the Producers, for making an assessment of the Project. These discussions could also have included a part for evaluation of the Project (participatory evaluation). These three points are to be related to the following two reasons: 1. A lack of training of the Program Manager As we have seen in the previous chapter, the promotion of an Afghan employee to the position of Program Manager is an advantage both for the Institution and for the Project; he possesses both the technical knowledge and the contextual knowledge. However, where there may be gaps, it is in mastering the tools and methods of project management, and without this mastery he cannot fully exploit the value of his knowledge. The tendency then is to concentrate on a linear implementation of the Project, to model itself on the logical framework. Some training activities were led by the mission for national managerial staff, but the evaluator thinks they show the following limitations: (i) they are focused too much on technical aspects and not enough on methods; (ii) for training in project management, they are without doubt too theoretical. 2. A lack of coordination, support and organization The lack of capacity in project management during the second half of the program, as explained in the previous section, revealed a complete deficit related to: the lack of coordination and support. It may also be noted that in the second half of the program, the collaborative learning spaces such as the “weeks of national coordination”, allowing teams from different projects to reflect together, were greatly reduced. This underscores the importance of the position of Food Security Coordinator, as a key position in the organizational structure of the mission, but for almost a year now, this post has not been filled. Recommendation 6: Lessons learned concerning the accompaniment of the promotion of a national employee to the position of Program Manager. Accompany the promotion of a national employee to a position of Program Manager by the introduction of “in action” training activities The promotion of national staff to positions of Program Manager is an excellent dynamic that should be pursued. However, it is important for this promotion to be accompanied by activities of support and training in the field of project management (and of team management). Activities of a “coaching” in action type are preferred over theoretical training. These activities have a cost, and it is therefore important to anticipate and budget them at the time of the Project’s conception. Recommendation 7: Take steps to finally recruit a Food Security Coordinator and/or to take alternative measures Take steps to finally recruit a Food Security Coordinator and/or to take alternative measures On the one hand, it is important to understand why this post was not filled and to overcome those sticking points. On the other hand, to compensate for the absence of this post, an appeal could be made to external consultancy missions on the pre-identified and priority points: support, coaching, training, workshop activities, studies on specific subjects. S4. Gaps in the system of collecting and analyzing data for driving the Project There is a lack of information necessary to drive the Project. This point is elaborated on a more operational level in point R8: “Gaps in the system of monitoring and analysis”; however, the following elements can be provided. The system for collecting and analyzing data is not suited to the nature of the Project (this is a Project that requires analyses to be conducted during the course of the Project) and to its duration (more than 3 and a half years): one cannot maintain a strict application of the logical framework (like a recipe). Recommendation 8: Lessons learned concerning the management of a Project of the type being evaluated S5. An efficient Project The previous points relating to the structure of the Project may also be considered from the point of view of the efficiency of the Project: 1) The strengths: - proper sizing of the operational team - promotion of an Afghan employee to the position of Program Manager 2) The weaknesses: - gaps as to the allocation of resources during the course of the Project (training on production conducted until the very end of the Project) - maximizing the value of outside expertise is not optimal… 4. Source text - French R6. Les résultats prévus sont atteints par le Projet 1. Une amélioration des connaissances et pratiques de production des Producteurs Relais En Décembre 2008 (soit après plus d’une saison complète de formation), pour une question posée (moyenne des résultats au 5 des questions clés présentées dans le tableau ci-dessous), en moyenne 67% des PRF interrogés donnent une réponse exacte et complète et affirment mettre en œuvre, dans leur verger, la ou les pratiques de production explicitées. En Décembre 2010 (après plus de trois saisons complètes de formation), cette moyenne est de : 74% pour les PRF femmes ; 82% pour les PRF hommes ; soit 78% en moyenne. On ne dispose malheureusement pas de cet indicateur au démarrage du programme pour évaluer la progression sur l’ensemble du programme mais l’on constate pour les Producteurs Relais, une amélioration des connaissances et à priori des pratiques au cours du projet. 2. Une amélioration des rendements dans les vergers supportés par le Projet Dans les 10 vergers supportés par le Projet (vergers existants avant le Projet), deux pratiques ont fait l’objet de tests suivis au cours du Projet. Les pratiques en question (la taille des arbres, l’utilisation d’engrais) ont été mises en œuvre sur certains arbres tandis que d’autres ne les recevaient pas (arbres témoins). Les arbres qui ont été taillés ont fournit une production supérieure aux autres : 5% en 2009, 14% en 2010. Les arbres qui ont reçu de l’engrais ont fourni une production supérieure aux autres : 7% en 2009, 13% en 2010. Cela permet d’évaluer que la mise en œuvre des techniques proposées par Solidarités permet une augmentation de production de l’ordre de 13-14%, lors de la dernière saison du Projet. C’est le gain de production que l’on peut estimer pour les 10 vergers supportés par le Projet. 3. Une augmentation de la production des produits à forte valeur commerciale La Production totale a augmenté entre 2008 et 2010, de plus de 11%. Parmi les différents produits (Voir Encadré 2), les deux produits dont la production a augmenté sont les deux produits qui ont la plus forte valeur commerciale (Figure 6) et qui sont identifiés pour être les deux piliers du plan de commercialisation (Voir R7) : les abricots « Chapanamak », dont la production a augmenté de 12% entre 2008 et 2010 ; les abricots « Bargak », dont la production a augmenté de 19%entre 2008 et 2010. Ainsi, la part des produits à forte valeur commerciale a augmenté, passant de 56% à 59% de la production totale (Figure 7). 4. Une amélioration des connaissances et pratiques de transformation En Décembre 2008 (soit après plus d’une saison complète de formation), pour une question posée (moyenne des résultats au 4 questions clés présentées dans le tableau ci-dessous), en moyenne 61% des PRF interrogés donnent une réponse exacte et complète et affirment mettre en œuvre la ou les pratiques de transformation explicitées. En Décembre 2010 (après plus de trois saisons complètes de formation), cette moyenne est de : 81% pour les PRF femmes ; 86% pour les PRF hommes ; soit 83,5% en moyenne. On ne dispose malheureusement pas de cet indicateur au démarrage du programme pour évaluer la progression sur l’ensemble du programme mais l’on constate une amélioration des connaissances et à priori des pratiques de transformation au cours du projet. 5. Une augmentation du pouvoir de négociation des Producteurs 1) Avant le Projet : une négociation en faveur de l’acheteur Les producteurs négocient leur prix de vente individuellement. Ils n’ont aucune visibilité sur le marché, c'est-à-dire sur les prix pratiqués cette année et s’il va y avoir beaucoup d’acheteurs. De ce fait, ce sont les producteurs « qui se précipitent vers le camion de l’acheteur » (sic), ils négocient rapidement un prix, car ils ont peur qu’il n’y ait pas d’autres acheteurs, et ils ne veulent surtout pas prendre le risque de ne pas vendre. Dès que quelques producteurs ont vendu leurs produits, « le bruit court dans le village que cette année, le prix de vente est celui-ci » puis peu de personnes prennent ensuite le risque de renégocier ce prix. 2) Grâce au Projet : une négociation plus équilibrée La négociation du prix se fait au niveau de l’association, qui représente tous les producteurs du village. Les producteurs ne vendent pas tant que le prix n’a pas été négocié par l’Association. Ainsi la négociation est beaucoup plus équilibrée entre producteurs et acheteurs car ce dernier ne peut pas jouer la concurrence entre vendeurs au sein d’un même village. Les prix de vente ont considérablement augmenté au cours du Projet. Pour les produits de la vallée d’Ajar, le prix a été multiplié par 2 pour le « Chapanamak » et il a gagné environ 50% pour le « Bargak » (Figure 8). Dans la vallée de Saighan, l’augmentation du prix est très importante : le prix du Bargak est passé de 100 à 450 Afg par ser (saison 2009), grâce à l’effet cumulé de l’amélioration de la qualité et du meilleur pouvoir de négociation. L’augmentation de ce prix n’a pas pour seule origine le fait que les Producteurs se soient organisés, il faut aussi considérer le fait que les productions d’abricots ont semble t’il, été mauvaises ces dernières années en Iran et au Pakistan, ce qui a augmenté les demandes pour la production de la zone d’intervention. Toutefois, il est clair que le fait de s’être organisés a permis aux Producteurs de profiter pleinement de cette opportunité. 6. Les résultats du Projets sont atteints « Résultat 1 : La production d'abricots frais de qualité dans la zone ciblée augmente » Les données disponibles indiquent une augmentation de la production des associations de la vallée d’Ajar. Dans la vallée de Saighan, il n’y a pas eu de production en 2010, du fait d’un événement climatique (un redoux précoce suivi d’une vague de froid, qui a empêché une bonne fructification). On ne peut donc pas constater l’atteinte du résultat, mais on peut souligner que les mêmes activités qui ont contribué à l’atteinte du Résultat dans la vallée de Kahmard ont été mis en œuvre dans la vallée de Saighan : et on peut donc en ce sens être optimiste sur le fait que le Résultat sera atteint dans la vallée de Saighan après le Projet. Malgré tout, on peut regretter qu’il n’y ait pas d’autres chiffres venant appuyer ce constat basé sur les seules données provenant des associations de la vallée d’Ajar (voir point R7). « Résultat 2 : Les ventes d'abricot sec de première qualité, produits dans la zone ciblée, augmentent » Il n’y a pas un suivi précis des ventes mis en œuvre par le Projet, mais d’une part comme nous l’avons vu la production a augmenté et d’autre part les Producteurs n’ont pas connu de problèmes de stocks invendus. On peut en déduire que les ventes d’abricots à la fois de première qualité (Chapanamak) et celles de produits de qualité (Bargak) ont augmenté en volume dans la vallée d’Ajar. Mais surtout, les prix des ventes ont augmenté et donc le montant des ventes a fortement augmenté. L’augmentation des prix de ventes a été effective dans la vallée de Saighan pour la saison 2010, et donc on peut considérer que le Résultat est atteint également sur cette zone. L’augmentation du prix de ventes est le résultat de deux actions cumulées : (i) l’augmentation de la qualité des produits grâce à l’amélioration des connaissances et pratiques ; (ii) la meilleure négociation des prix par les Associations. 7. Improvement in the knowledge and practices of production of the Relay Producers In December 2008 (after more than one full season of training), for a question posed (average results of the 5 key questions presented in the table below), on average 67% of the PRF surveyed give a precise and complete response and affirm implementing, in their orchard, the explicit production practice or practices. In December 2010 (after more than three complete seasons of training), this average is: 74% for PRF women; 82% for PRF men; thus 78% on average. Unfortunately this indicator is not available at the start of the program to assess progress across the entire program, but as to the Relay Producers an improvement in knowledge and a priori in practices during the course of the project is observed. 2. Improvement in yields in the orchards supported by the Project In the 10 orchards supported by the Project (orchards existing prior to the Project), two practices were made the subject of tests monitored in the course of the Project. The practices in question (the pruning of trees, the use of fertilizer) were carried out on certain trees and not on others (control trees). The trees that were pruned provided a yield superior to the others: 5% in 2009, 14% in 2010. The trees that received the fertilizer provided a yield superior to the others: 7% in 2009, 13% in 2010. This permits an assessment that application of the techniques offered by Solidarités allows for an increase in production on the order of 13-14%, during the final season of the Project. This is the gain in production that can be estimated for the 10 orchards supported by the Project. 3. Increase in the production of products of high commercial value Total production increased between 2008 and 2010, by more than 11%. Among the different products (See Box 2), the two products that saw an increase in production are the two which have the highest commercial value (Figure 6) and which are identified as being the two pillars of the marketing plan (See R7): the “Chapanamak” apricots, of which the production increased by 12% between 2008 and 2010; the “Bargak” apricots, of which the production increased by 19% between 2008 and 2010. Thus, the share of the products with high commercial value increased from 56% to 59% of the total production (Figure 7). 4. Improvement in the knowledge and practices of processing In December 2008 (after one full season of training), for a question posed (average of the results of the 4 key questions presented in the table below), on average 61% of the PRF surveyed give a precise and complete response and confirm carrying out the explicit practice or practices. In December 2010 (after more than three full seasons of training), this average was: 81% for FRP women, 86% for FRP men; thus 83.5% on average. Unfortunately there is no indicator available at the start of the program to assess progress across the entire program, but improvement in the knowledge and a priori in the practices of processing during the course of the project is observed. 5. Increase in the bargaining power of the Producers 1) Before the Project: a negotiation in favor of the buyer The producers negotiate their selling prices individually. They have no visibility on the market, that is to say, as to the prices charged this year and whether there are going to be many buyers. Consequently, it is the producers “who rush toward the buyer’s truck” (sic), and they quickly negotiate a price, as they are afraid that there will be no other buyers, and above all they don’t want to run the risk of not selling. As soon as a few producers have sold their products, “it is rumored in the village that this year, the selling price is this one”, hence few people then take the risk of renegotiating this price. 2) As a result of the Project: A more balanced negotiation The price negotiation is done at the level of the association, which represents all the producers of the village. The producers do not sell except at the price that has been negotiated by the Association. Thus the negotiation is much more balanced between producers and buyers, as the latter cannot sow competition between sellers within the same village. Selling prices increased considerably during the course of the Project. For the products of the Ajar Valley, the price multiplied by 2 for the “Chapanamak” and it rose by around 50% for the “Bargak” (Figure 8). In the Saighan Valley, the price increase was very significant: the price of the Bargak rose from 100 to 450 Afg per ser (2009 season), a result of the combined effect of the improvement in quality and of stronger bargaining power. The increase in this price is not due solely to the fact that the producers are organized; what must also be considered is the fact that the production of apricots in Iran and Pakistan has, it seems, been poor in recent years, which has increased the demand for production from the area of intervention. However, it is clear that the fact of being organized has allowed the producers to take full advantage of this opportunity. 6. The results of the projects are achieved “Result 1: The production of fresh, quality apricots in the target area increases” The available data indicate an increase in production by the associations of the Ajar Valley. In the Saighan Valley there was no production in 2010, due to weather conditions (an early thaw followed by a cold spell, which prevented a good yield). Thus, the result was not achieved, but it may be noted that the same activities that contributed to attainment of the result in the Kahmard Valley were carried out in the Saighan Valley: and in this sense one can be optimistic that the result will be achieved in the Saighan Valley following the Project. Still, it is regrettable that are no other figures to support this observation based solely on data coming from the associations of the Ajar Valley (see point R7). “Result 2: Increase in the sales of premium quality dried apricots produced in the target area” There has not been a close monitoring of sales undertaken by the Project, but on the one hand, as we have seen, production increased and on the other, the producers have not experienced problems with unsold stocks. It can be deduced that sales of both premium quality apricots (Chapanamak) and those of quality products (Bargak) increased in volume in the Ajar Valley. Above all, the selling prices increased and therefore the amount of sales rose sharply. The increase in selling prices occurred in the Saighan Valley for the 2010 season, and thus it can be considered that the result was equally achieved in this area. The increase in selling prices is the result of two combined actions: (i) the increase in quality of the products as a result of improved knowledge and practices; (ii) the better negotiation of prices by the Associations. 7. The objectives of the Project are achieved “Specific objective: Development of a sustainable, commercial horticulture sector in Kahmard and Saighan” The evaluator considers that the specific objective is achieved for the following two reasons: (i) the increase in the volume of sales in the intervention area; (ii) 6 Producer Associations have been set up; they are officially registered; and they have been capable of negotiating the selling price of their products. “Overall objective: Contributing to the elimination of poverty among the rural populations of the Central Highland” If the data on production is cross-checked with that relating to selling prices, it can be estimated that the producers of the Kahmard Associations increased their income, on average, by more than 60% between 2008 and 2010. For the Saighan Valley, the situation is less clear because of the lack of production in 2010. In any case, on a global scale the Project contributes to the increase in income of the rural populations of the intervention area.

Il décrit l’ensemble des opérations permettant la mise en œuvre du raccordement d’un opérateur. Ce document comporte trois annexes : 1. Planning type de raccordement 2. Cahier de test générique de Validation Opérateur 3. Exigence de liaison 1.2 INTRODUCTION FONCTIONNELLE Rappel du contexte fonctionnel La Portabilité du Numéro Mobile (PNM) permet à un client d’un opérateur mobile de changer d’opérateur tout en conservant son numéro actuel. En 2007, la portabilité du numéro mobile entre en phase 2. Cette phase 2 introduit, vis à vis de la phase 1, un nouveau parcours client et un temps de traitement réduit. La demande de portabilité du numéro mobile est adressée par le client à l’opérateur auprès duquel il souhaite souscrire un nouvel abonnement. L’opérateur auquel s’adresse le client est appelé opérateur receveur (OPR). L’opérateur auprès duquel le client souhaite résilier son abonnement est appelé opérateur donneur (OPD). Le client mandate l’OPR pour le portage de son numéro et la résiliation de son contrat auprès de l’OPD Le portage effectif du numéro doit pouvoir s’opérer, selon la demande du client, entre 7 jours ouvrables (jd 6) et 59 jours calendaires La PNM est accessible à tout client d’un opérateur mobile disposant d’un numéro mobile. L’Entité de Gestion de la Portabilité (EGP) est un organisme central chargé de la gestion des numéros portés et de la coordination entre les différents opérateurs lors des opérations de portage. L’ensemble des demandes de portabilité est supervisé par l’EGP. Les opérateurs doivent indiquer, pour chaque flux d’information, s’ils souhaitent ou non s’abonner à ce flux et, pour chaque abonnement souscrit le mode de communication choisi (fil de l’eau ou fichiers). 2.3 TYPE DE LIAISON L’EGP offre trois types de raccordement réseau : o Un raccordement de type mutualisé (MPLS) o Un raccordement de type dédié (LS) o Un raccordement de type VPN Les opérateurs doivent indiquer le type de raccordement qu’ils souhaitent mettre en place. Les raccordements mis en place doivent être doublés et le débit de ces liens est déterminé par les fonctionnalités mises en œuvre et les modes de communication choisis. 3 SEQUENCE DES OPERATIONS 3.1 PRESENTATION GENERALE Le séquencement général des opérations de raccordement opérateurs est présenté sur le schéma ci- dessous : Ce séquencement est composé des opérations suivantes : o La première opération nécessaire à la mise en place du raccordement opérateur est la définition, par l’opérateur, de ses choix de raccordement. Ensuite, il passe commande auprès de Steria pour la mise en place du raccordement. o Lorsque les choix opérateur ont été effectués (T1), les opérations de mise en place du lien et de validation de la recevabilité de l’opérateur peuvent être réalisées. Les opérations de mise en place du lien regroupent l’ensemble des opérations techniques de raccordement du système d’information de l’opérateur avec le système central EGP. Les opérations de validation de la recevabilité de l’opérateur sont l’ensemble des opérations de validation réalisées au travers du ou des kits de recevabilité permettant de confirmer la recevabilité de l’opérateur pour effectuer des opérations de portage et/ou de routage au sein de l’EGP. o Lorsque le raccordement physique est mis en place et que l’opérateur a été déclaré recevable (T2), les tests de validation fonctionnelle deux à deux entre l’opérateur et l’EGP peuvent être effectués. Ils permettent de valider le bon fonctionnement fonctionnel du système d’information de l’opérateur avec l’EGP. 3.2 OPERATION 1 : DEFINITION DES CHOIX OPERATEURS ET COMMANDE : PROCEDURE RPCHX L’opération de définition des choix opérateurs consiste, pour chaque opérateur, à donner ses choix sur chacun des points de décision et de passer commande relative aux : o Fonctionnalités utilisées par l’opérateur o Modes de communications applicatifs pour chacun des flux utilisés o Types de liaison 3.3 OPERATION 2 : MISE EN PLACE DU LIEN : PROCEDURE RPLIE L’opération de mise en place du lien consiste à effectuer le raccordement physique entre le réseau EGP et le réseau Steria. Cette opération peut être réalisée, selon les choix de l’opérateur, par Steria ou un autre prestataire. Les délais de mise en œuvre et la séquence des opérations liées à la mise en place du lien sont liés au type de liaison retenu par l’opérateur. 3.4 OPERATION 3 : VALIDATION RECEVABILITE OPERATEUR : PROCEDURE RPREC L’opération de validation de la recevabilité opérateur permet de valider les développements d’interconnexion réalisés par l’opérateur en avance de phase et minimiser les risques de problème de communication entre l’opérateur et l’EGP. Le passage avec succès de cette opération permet de mettre en œuvre l’opération de « Validation raccordement EGP opérateur ». Concrètement, pour chaque flux entrant ou sortant, chaque donnée portée par le flux fait l’objet de tests de recevabilité vérifiant le format, les plages de valeurs et valeurs limites, ainsi que la cohérence de valeurs entre données du flux le cas échéant. Ces tests sont réalisés à l’aide des Kits de Recevabilité. Le principe retenu est que chaque opérateur exécute les tests prévus par les Kits afin de valider les évolutions de son SI dans le cadre du projet PNM V2. A l’issue des tests de recevabilité, chaque opérateur fournit les résultats du ou des kits à Steria qui analyse ces résultats et statue sur la recevabilité de l’Opérateur. 3.5 OPERATION 4 : VALIDATION RACCORDEMENT EGP OPERATEUR : PROCEDURE RPRAC Cette opération a pour objectif de valider que le système d’information d’un opérateur s’interface correctement avec le système central EGP. Elle comprend 2 types de test : o Les tests de connectique qui ont pour objectif de vérifier que les connexions, entre l’opérateur et le système central, sont opérationnelles. Ils consistent en des tests d’envoi/réception de flux où l’on vérifie l’arrivée à destination d’un flux envoyé, sans chercher à en vérifier la conformité du contenu. Pour chaque flux entrant ou sortant, un test de connectique est identifié. o Les tests fonctionnels d’interfaces qui vérifient la bonne intégration fonctionnelle des flux d’interface dans les systèmes respectifs ; Ils consistent à vérifier que les flux envoyés par un SI Opérateur ou par le système central sont : Intégrés par le système partenaire si le format du message est conforme aux spécifications Rejetés si le format présente des cas d’erreurs. Pour chaque flux entrant ou sortant, un test fonctionnel pour le cas nominal et un test fonctionnel pour chaque cas de dysfonctionnement sont menés. 4 DESCRIPTION DES PROCEDURES Ce chapitre présente les procédures associées aux opérations décrites dans le chapitre précédent. 4.1 PROCEDURE RPCHX : DEFINITION DES CHOIX OPERATEURS La procédure RPCHX se décompose en 7 sous procédures : Les trois sous procédures RPCHX-02, RPCHX-03 et RPCHX-04 sont réalisées simultanément. 4.1.1 Sous procédure RPCHX-02 La sous procédure RPCHX-02, choix des fonctionnalités utilisées par l’opérateur, consiste à fournir les indications suivantes : 4.1.2 Sous procédure RPCHX-03 La sous procédure RPCHX-03, choix des modes de communications applicatifs, consiste à fournir pour chaque flux auquel l’opérateur souhaite s’abonner les indications suivantes : 4.1.3 Sous procédure RPCHX-04 La sous procédure RPCHX-04, choix du type de liaison, consiste à fournir les indications suivantes : 4.2 PROCEDURE RPLIE : MISE EN PLACE DU LIEN La procédure RPLIE se décompose en 18 sous procédures, dont certaines sont facultatives en fonction du choix de raccordement de l’opérateur : Les sous procédures RPLIE-14 et RPLIE-15 nécessitent la fourniture par l’opérateur des indications suivantes : 4.3 PROCEDURE RPREC : VALIDATION RECEVABILITE OPERATEUR La procédure RPREC se décompose en 12 sous procédures : Dans le cas des sous procédures RPREC-08 et RPREC-09, l’opérateur a la choix de exécuter lui-même le Kit et de ne fournir à Steria que les fichiers traces résultants du passage de ce Kit. Le mode de procédé pour chaque opérateur sera défini en réunion préparatoire. Dans le cas où l’opérateur décide d’exécuter lui-même un Kit, il est responsable des pré requis suivants : o Configuration du poste de travail L’opérateur doit identifier le (ou les) poste de travail sur lequel il va effectuer ses tests de recevabilité via le Kit, et le configurer conformément aux pré requis matériels et logiciels spécifiés dans la « Procédure d’installation du Kit » [5], [7]. o Installation du Kit L’opérateur doit installer le Kit selon les consignes spécifiées dans la « Procédure d’installation du Kit » [5], [7]. o Adaptation au contexte Opérateur L’opérateur doit sélectionner parmi les fonctionnalités offertes par le Kit celles qui le concernent et paramétrer le Kit selon les indications du « Manuel Utilisateur du Kit » [6], [8]. o Lancement du Kit L’opérateur doit lancer les éléments du Kit autant de fois que nécessaire pour traiter l’ensemble de ses flux entrants et sortants (voir « Manuel Utilisateur du Kit » [6], [8]). Steria met à la disposition de l’opérateur un interlocuteur pour fournir le support téléphonique nécessaire à l’utilisation du Kit, voire pour venir sur le site de l’opérateur pour assister ses équipes (maximum 3 jours par opérateur). 4.4 PROCEDURE RPRAC : VALIDATION RACCORDEMENT EGP OPERATEUR La procédure RPRAC se décompose en 2 sous-ensembles, les tests de connectique fonctionnels et les tests fonctionnels 2 à 2 (EGP – SI Opérateur). 4.4.1 Tests de connectique fonctionnels Le sous-ensemble des tests de connectique est composé de 6 sous procédures : La procédure RPRAC a pour objectif de valider l’échange de flux entre le système central et le système de l’opérateur avant le début des tests fonctionnels. A ce but est identifiés un nombre limité de flux : o Pour chaque flux opérateur -> EGP, l’opérateur doit lancer le traitement envoyant le flux et l’EGP doit évaluer la bonne réception du flux envoyé. o Pour chaque flux EGP -> opérateur, l’opérateur doit évaluer la bonne réception du flux envoyé par l’EGP Ces tests de connectique fonctionnels sont exécutés autant de fois que nécessaire pour garantir que toutes les connexions sont opérationnelles avant le début des tests fonctionnels d’interface. 4.4.2 Tests fonctionnels 2 à 2 (EGP – SI Opérateur) Le sous-ensemble des tests fonctionnels est composé de 5 sous procédures : Les test fonctionnels 2 à 2 sont un sous-ensemble des tests proposés dans les Plans et Cahier de Tests VO [9], [10], [11], [12]. Le choix du sous-ensemble est dépendant des flux mis en œuvre par chaque opérateur et décidé lors de la réunion préparatoire. Ces tests ont pour objectif de valider la bonne intégration des flux dans les systèmes respectifs. o Pour chaque flux opérateur -> EGP, l’opérateur doit lancer le traitement envoyant le flux et l’EGP doit évaluer la bonne intégration du flux envoyé. o Pour chaque flux EGP -> opérateur, l’opérateur doit évaluer la bonne intégration du flux envoyé par l’EGP Les tests fonctionnels d’interface sont exécutés autant de fois que nécessaire pour garantir la Validation Opérateur. 8 ANNEXE 4 : POINTS D’ATTENTION 8.1 AUTHENTIFICATION Tout accès aux fonctionnalités de l’EGP est soumis à authentification et habilitation. Pour les accès au service web, l’authentification se fait au niveau de l’opérateur et au travers de son login via un point d’entrée spécifique (LS dédiée ou VPN). Les authentifications suivantes doivent être mise en place par les opérateurs : o Opérateur EGP Authentification obligatoire o EGP Opérateur Authentification optionnelle pour VO et début VABF (solution développée par Steria débrayable) Authentification obligatoire pour la VABF de bout en bout Les Kits de Recevabilité, étant des outils de tests installés localement, ne contrôlent pas la mise en place de la fonction d’authentification dans le SI Opérateur. Cette fonction doit toutefois être disponible dès connexion du SI Opérateur au plus tard en fin de VABF, conformément aux spécifications. 8.2 NORME HTPP Le paramètre « Transfer-coding », conforme à HTTP1.1 mais non à HTTP1.0 n’est pas entièrement supporté par EGP. Deux solutions de contournement sont possibles : o Lors de l'utilisation de java.net.URLConnection pour accéder au serveur remote, ceci peut se traduire par l'utilisation en interne de l'objet weblogic.net.http.HttpURLConnection (conçu autour des specifications HTTP/1.0). Connection requirement 1.2 FUNCTIONAL INTRODUCTION Reminder of the functional context The Mobile Number Portability (MNP) enables a customer of a mobile operator to switch operators while retaining his current number. In 2007, mobile number portability entered Phase 2. This Phase 2 introduced vis-à-vis Phase 1, a new customer experience and reduced processing time. The request for mobile number portability is made by the customer to the operator with which it wishes to purchase a new subscription. This operator is called the receiver operator (ROP). The operator with which the customer wishes to cancel his subscription is called donor operator (DOP). The customer instructs the ROP to port his number and the DOP to terminate his contract. Actual porting of the number must take place, depending on the customer's request, between 7 days and 59 calendar days. MNP is available to any customer of a mobile operator with a mobile number. L’Entité de Gestion de la Portabilité (EGP) is a central agency charged with the management of ported numbers and coordination between different operators during porting operations. All portability requests are supervised by the EGP. This document describes the connection procedure to be followed by operators for implementing the features related to porting and routing operations. 1.3 ORGANISATION OF DOCUMENT The document is organised into three issues: o Reminder of operator decision points o Presentation of the sequencing of operations o Description of the procedures 2 REMINDER OF OPERATOR DECISION POINTS An operator wishing to connect to the information system of the EGP must confirm three points related to its activity with EGP: o The features the operator wishes to use o The communication modes that the operator wishes to use o The type of link that the operator wishes to use 2.1 FEATURES USED BY THE OPERATOR The information system of the EGP offers two major features: o Features relating to the management of ports o Features relating to management of the routing of ported numbers. Operators have the option, depending on their activity, of implementing: o Only the features relating to the management of ports; o Only the features relating to management of the routing of ported numbers; o The combined features relating to management of ports and the routing of ported numbers. 2.2 MODES OF COMMUNICATIONS APPLICATIONS The information system of the EGP offers two modes of communication: o A mode of communication in real time o A mode of communication through exchange of batch files. Operators should indicate for each information flow, whether or not they wish to subscribe to this flow, and for every subscription taken out, the choice of communication mode (real time or files). 2.3 TYPE OF CONNECTION The EGP provides three types of network connections: o A shared connection type (MPLS) o A dedicated connection type (LS) o A VPN connection Operators should indicate the type of connection they wish to establish. The connections established should be doubled, and the flow rate of these links is determined by the features implemented and the modes of communication selected. 3 SEQUENCE OF OPERATIONS 3.1 GENERAL OVERVIEW The general sequencing of operator connection operations is presented in the diagram below: This sequencing is composed of the following: o The first operation necessary for establishing the operator connection is the definition by the operator of its connection choices. It then places an order with Steria to set up the connection. o Once the operator’s choice has been made (T1), the operations for establishing the link and validating operator acceptability can be carried out. The operations for establishing the link combine the set of technical connection operations of the operator’s information system with the EGP central system. The operations to validate the acceptability of the operator are combined with validation operations performed through an acceptability kit(s), which allows for the confirmation of operator acceptability for executing the operations of porting and/or routing within the EGP. o When the physical connection is established and the operator has been declared acceptable (T2), the two-to-two functional validation tests between the operator and the EGP can be made. They are used to validate the proper functional operation of the operator’s information system with the EGP. 3.2 OPERATION 1: DEFINITION OF OPERATOR CHOICES AND ORDER: RPCHX PROCEDURE The operation of defining operator choices consists, for each operator, of making its selections for each point of decision and placing an order with respect to the: o Features used by the operator o Modes of communications applications for each flow used o Types of connection 3.3 OPERATION 2: ESTABLISHING THE LINK: RPLIE PROCEDURE The operation of setting up the link consists of making a physical connection between the EGP network and the Steria network. This operation can be carried out, depending on the operator’s choices, by Steria or by another provider. The time needed for implementation and the sequence of operations for establishing the link are related to the type of connection used by the operator. 3.4 OPERATION 3: VALIDATION OF OPERATOR ACCEPTABILITY: RPREC PROCEDURE The process of validating operator acceptability permits interconnection developments made by the operator in advance phase to be validated and minimizes the risk of a miscommunication between the operator and the EGP. The successful clearing of this operation will enable the "EGP-operator connection confirmation" operation to be carried out. Concretely, for each incoming or outgoing flow, every piece of data carried by the flow is subject to acceptability tests verifying the format, value ranges and value limits, as well as the consistency of values between data flows, if any. These tests are performed using acceptability kits. The principle adopted is that each operator performs the tests provided by the kits in order to validate the changes in its IS, in the framework of the PNM V2 project. Following the tests of acceptability, each operator furnishes the kit(s) results to Steria, which analyses the results and decides on the acceptability of the operator. 3.5 OPERATION 4: VALIDATION OF EGP-OPERATOR CONNECTION: RPRAC PROCEDURE The objective of this operation is to confirm that the operator’s information system interfaces correctly with the EGP central system. It involves two types of tests: o Connectivity tests intended to verify that the connections between the operator and the central system are operational. They consist of flow transmission/reception tests, in which arrival at the destination of a sent flow is verified, without seeking to verify the coherence of its content. For each incoming or outgoing flow, a connectivity test is identified. o Functional interface tests that verify the proper functional integration of interface flows in the respective systems; They consist of verifying that the flows sent by an IS operator or by the central system are: • Integrated with the partner system if the message format conforms to specifications • Rejected if the format presents cases of errors. To that end a limited number of feeds are identified: o For each operator→EGP flow, the operator must launch the flow sending process, and the EPG must assess the proper reception of the flow sent. o For each EGP→operator flow, the operator must assess the proper reception of the flow sent by the EGP. These functional connectivity tests are performed as many times as necessary to ensure that all connections are operational before the start of interface functioning testing. 4.4.2 Functional 2-to-2 Tests (EGP-IS Operator) The subset of functional tests consists of 5 sub-procedures: The functional 2-to-2 tests are a subset of the tests proposed in the OV Test Plans and Handbook [9], [10], [11], [12]. The choice of subset depends on the flows implemented by each operator and decided on at the preparatory meeting. These tests are aimed at validating the proper integration of flows in the respective systems. o For each operator→EGP flow, the operator must launch the flow sending process, and the EGP must assess the proper integration of the flow sent. o For each EGP→operator flow, the operator must assess the proper integration of the flow sent by the PGE. The functional interface tests are performed as many times as necessary to ensure operator validation. 8 ANNEX 4: POINTS OF ATTENTION 8.1 AUTHENTICATION All access to the features of the EGP is subject to authentication and authorization. To access the Web service, the authentication is made at the operator level and through its login via a specific entry point (dedicated LS or VPN). The following authentications must be set up by the operators: o Operator → EGP • Authentication required o EGP → Operator • Authentication optional for OV and VABF start (switchable solution developed by Steria) • Authentication required for VABF end to end Acceptability Kits, being tools for locally installed tests, do not control the setting up of the authentication function in the IS operator. The workaround approach recommended by BEA is to bypass the URL through the JDK connection of Sun.
