Role of the Group
The formation of the new local and Yarra wide governance groups brings with it exciting opportunities for the Yarra community. Through collaborative relationships the group will work to address priority issues of Yarra Housing estates.
The Local Governance Group representatives will work to consult with the entire estate community, raise priority and emerging issues, work with key stakeholders on strategies to address issues, and then communicate key information and actions back to the estate community.
The group will develop and work on the annual community plan which addresses the priority issues, including safety and security, housing maintenance and service, training and employment and other activities on and around the estate.
The group will also focus on building relationships with all levels of government and other local agencies and other key stakeholders. It will support Place Management teams and the Yarra Wide Public Housing resident model.
The Next Steps
The first local meetings will occur at the following times:

1.甲方对乙方违反本合同所列劳动纪律和犯有其它未列举错误的行为有权进行处理,处理的方式包括书面警告、解除劳动合同等。
2.乙方在甲方或用工单位工作期间犯有以下错误或存在以下情形的,甲方可立即与乙方解除劳动合同并不支付任何补偿。由于乙方行为给甲方和用工单位造成经济损失的,甲方有权要求乙方赔偿。
(1) 乙方存在《中华人民共和国劳动法》第二十五条规定的情形,
或《中华人民共和国劳动合同法》第三十九条规定情形;
(2) 违反劳动纪律受到一次书面警告后,再犯可受书面警告的错误;
(3) 违反用工单位规章制度而被用工单位退回的;
(4) 违反与甲方或用工单位签订的培训、保密等协议的;
(5) 严重失职,营私舞弊,使甲方或用工单位遭受经济损失在人民币一千元以上或给甲方和用工单位名誉造成严重损害的;
(6) 有打架、斗殴、暴力、#衅滋事、盗窃、欺诈、弄虚作假、恐
吓、侮辱、诽谤、扰乱工作秩序、性骚扰、酗酒、吸毒、赌博、故意
损害或侵占用工单位财物及其他违法和违反社会道德规范和公序良俗的行为;
(7) 拒绝甲方或用工单位的正常工作安排的;
(8) 扰乱甲方或用工单位正常工作秩序的;
(9) 乙方因行为不当而被行政拘留、劳教或触犯刑律免予刑事处分的;
(10)乙方在与甲方存在劳动关系期间累计旷工3天(含3天)以上的;
(11)乙方因迟到、早退、旷工受到书面警告后又犯上述错误的; (12)乙方从事下列行为的,构成对甲方和用工单位的工作造成严重影响:
① 乙方利用工作时间从事非甲方或用工单位安排的工作;
② 乙方从事与用工单位或甲方形成利益冲突的事务;
③ 乙方自行经营或为他人经营与用工单位和甲方经营范围相同的公司或其他企业。
(13)员工结束在用工单位的工作时,拒绝交接工作;或者未按用工单位要求办结交接包括但不限于未交清用工单位的各类文件及财物等;
(14)乙方犯有其他严重错误的。
Translation - English IV. Non-Compliance by Party B:
1. Party A has the right to deal with the non-compliance of the workplace disciplines in this contract and other mistakes by Party B not enumerated here. These will include written warning, cancellation of employment contract and so on.
2. In the case Party B makes any of the following mistakes whiling working for Party A or the host employer, or finds itself in any of the following situations, Party A can be immediately released from the employment contract with Party B without any compensation: Party A is entitled to claim against Party B if Party B’s conduct has caused Party A and the host employer financial loss.
(1) Party B in situations stipulated in section 25 of the Labour Act of the People’s Republic of China or in section 39 of the Employment Contract Act of the People's Republic of China;
(2) receiving a written warning for breaching workplace regulations, and then committing a second breach that deserves a written warning;
(3) being sent back by the host employer due to breach of regulations of the host employer;
(4) breaching agreements such as those about training or confidentiality signed with Party A or the host employer;
(5) serious conducts of dereliction or corruption, that has caused Party A or the host employer financial loss above RMB 1,000 Yuan, or seriously harmed the reputations of Party A and the host employer;
(6) engaging in fighting, affray, violence, creating disturbances, theft, fraud, forgery, intimidation, humiliation, defamation, disruption of workplace, sexual harassment, binge drinking, drug taking, gambling, intentional damage or embezzlement of properties belonging to the host employer or FESCO, and other illegal behaviours or conducts contrary to social morality and good public order;
(7) refusing normal work tasks allocated by Party A or the host employer;
(8) disrupting the normal order of work place of Party A or the host employer;
(9) actions taken by Party B that have landed it in administrative detainment, or re-education through labour, or violation of the Criminal Code without criminal punishments;
(10) Party B being absent for a cumulated three or more days during its ongoing employment relationship with Party A;
(11) Party B has been served a written warning due to coming to work late, leaving early or absenteeism, and reoffends;
(12) Party B engages in the following conducts that have seriously impacted on the work of Party A and the host employer:
a. The worker engages in work not allocated by Party A or the host employer during working hours;
b. Party B engages in activities that are in conflict with the interest of the host employer or Party A;
c. Party B engages in its own or other people’s company or business that is in the same field as that of the host employer and Party A.
(13) When the worker finishes work at the host employer, the worker refuses to hand over its work; or the worker does not complete handover according to the requirements of the host employer, including but not limited to not returning all host documents and properties;
(14)Party B commits other serious faults.

Source text - Chinese 流行性感冒(流感)是由流感病毒引起的上呼吸道传染性疾病,其发病率、死亡例数以及给个人和社会带来的经济损失始终列于各传染病之首。,。流感疫苗接种是预防和控制流感的最有效方法,同时也降低了由流感及其并发症导致的医疗费用和劳动生产力损失"。因此世界卫生组织推荐流感疫苗每年应优先使用于65岁以上的老年人及其他高危人群"。接种流感疫苗可减少流感严重并发症或因流感加重其他疾病而导致的死亡率,并能够减少直接医疗费用"、为此,我们于2003年10月至2004年5月在北京地区部分老年人群中开展了流感疫苗接种后效果评价和成本效益分析研究。
1.研究对象:以北京巿朝阳区和宣武区60岁以上的老年人为研究对象,选取两区接种过流感疫苗,年龄60岁的老年人作为接种组观察对象。在社区中随机选择与接种组年龄、性别、健康状况等相匹配的未接种流感疫苗的相应人群作为对照组。并剔除近一年内接种过流感疫苗者,以及拒绝接受调查或随访者。共选取研究对象1192人,其中试验组5卯人,对照组602人。
2.研究方法:
(1)研究方法:采用流行病学类试验研究方法进行。试验组和对照组同时进行基线问巻调查。问巻调查的内容包括研究对象的性别、年龄、职业、既往病史、近一年内疫苗接种情况、目前呼吸系统、心脑血管系统疾病健康状况及其他慢性病情况。分别于流感疫苗接种(基线调查)后的第1、3和6个月对试验组和对照组同时进行随访问巻调查。随访问巻调査的内容包括流感样症状的发生情况、并发症发病情况以及由这些疾病导致的就诊次数、住院天数、医疗费用和误工费用。

Translation - English Study on the Effectiveness and Cost-Benefit of Influenza Vaccine on Elderly Population in Beijing

Influenza (flu in short) is an infectious upper respiratory illness caused by influenza virus, with the highest number of incidence and deaths and largest economic loss to individuals and societies among all infectious diseases (1). Vaccination is the most effective measure for influenza prevention and management in addition to reduction of medical expenses and productivity loss caused by flu and relevant complications (2). Therefore the World Health Organization recommends annual priority flu vaccination for people over 65 and other high risk groups (3). Flu vaccination can reduce death rates caused by related serious complications and other illnesses exacerbated by flu as well as direct medical expenses (4). We therefore carried out post inoculation evaluation and cost benefit analysis for some elderly in Beijing between October 2003 and May 2004.
Target & Methodology
1. Target of Study: The target of the study is elderly people over 60 in the two districts of Chaoyang and Xuanwu in Beijing. The vaccination group is made up of people aged 60 and over who have received flu vaccination. People in the control group are randomly selected from the community who have not been vaccinated from similar age, gender and health demographics to the vaccination group, excluding people vaccinated within the past one year and those who declined the survey and follow ups. A total number of 1192 people are selected with 590 for the trial group and 602 for the control group.
2. Methodology:
1) The methodology has been used in epidemiological trials and studies. Both the trial and control groups take part in the baseline demographic study which includes gender, age, occupation, medical history, vaccination details within the past one year, current conditions of respiratory and circulatory systems, the brain and other chronic diseases. Follow up surveys are carried out for the two groups at the same time, one, three and six months after the vaccination. The questionnaire used in the follow ups includes questions related to incidence of Influenza like Illness (ILI) and complications caused by ILI, number of clinic visits, days of hospital stay, medical expenses and work hour loss resulting from such illnesses.
2) Diagnosis standard and formulas:
A. ILI: National Influenza Diagnosis and Treatment Standard is applied (GB15944-1995): ILI is defined as sudden onset of high temperature during epidemic season (armpit temperature of 38 degrees Celsius and above) with two of the following accompanying symptoms including chills, weakness and fatigue, headache, muscle aches or joint aches, coughs, sore throat, stuffy nose, and redness and swelling of the nasopharynx area.
B. Inoculation Cost: Inoculation Cost =Direct Cost (Vaccination Cost Injection Cost) Indirect Cost (Transport Expense Medical Expenses Related to Adverse Reactions).
C. Inoculation Benefit: Inoculation Benefit = Direct Benefit (Reduction of Flu Diagnosis & Treatment Expenses after Vaccination Reduction of Chronic Disease Diagnosis & Treatment Expenses after Vaccination) Indirect Benefit (Reduction of Number of Carers after Vaccination X Days of Care X Wage Per Carer Per Day); that is, Benefit of Vaccination = Per Capita Cost of the Control Group (Direct Cost Indirect Cost) - Per Capita Cost of the Vaccination Group (Direct Cost Indirect Cost) (according to figures published by Beijing Municipal Bureau of Labour & Social Security in 2003, the average daily wage of a Beijing resident is 95.78 Yuan).
D. Benefit Cost Ratio: Benefit Cost Ratio (BCR) = Benefit of Vaccination (B) /Cost of Vaccination (C).
