Nach internen Angaben handelte es sich bei M.O.Air um einen weitgehend passiven Mitgesellschafter, so dass die tatsächliche Führung der Gesellschaft bei Schenker International lag. Da Schenker Japan über keine eigenen Lager- und Umschlagsfazilitäten und keinen Eigenfuhrpark besaß, wurde das gesamte Handling der Gesellschaft über die in den Ballungszentren verteilte Infrastruktur von M.O.Air im Namen von Schenker Japan abgewickelt. Eine hundertprozentige Übernahme der Gesellschaft war aus Sicht von Schenker International zu dieser Zeit nicht sinnvoll, da die Zusammenarbeit gut funktionierte. Außerdem war die Akquisition von Key Accounts (wie etwa Mitsubishi Heavy Industries) in Japan mit einem lokalen Partner einfacher. Ohne die Infrastruktur von M.O.Air wären hohe Investitionen erforderlich gewesen. Zudem ergänzten sich beide Partner, da Schenker International in Japan relativ stark im Import- und Projekt/Logistikgeschäft war und M.O.Air mehr Input von der Importseite herein brachte. Auch M.O.Air hatte ein Interesse an der Beibehaltung einer Minderheitsbeteiligung, da man auf diese Weise den Zugriff auf das globale Netz von Schenker International hatte. 1998 erwirtschaftete die Gesellschaft bei einem Umsatz von 132 Mio. DM ein Betriebsergebnis von 3,9 Mio. DM. Ein Engagement im Geschäftsfeld Logistik fand nur in sehr geringem Umfang statt, da die benötigten Lagerflächen nicht zur Verfügung standen. Der Eintritt für Schenker in den Logistikmarkt erforderte jedoch einen starken Partner.

Januar 2009 geltende Gesetz zur Förderung der Kraft-Wärme-Kopplung (KWKG) ist ein wesentlicher Baustein zur Erhöhung des Beitrags von Strom aus KWK-Anlagen (allerdings nicht ausschließ-lich aus erneuerbaren Energien) sowie der Förderung des Neu- und Ausbaus von Wärmenetzen. Nach § 7a Abs. 1 bis 3 gilt dort (verab-schiedete Fassung vom 25. Oktober 2008): „Der Zuschlag beträgt je Millimeter Nenndurchmesser der neu verlegten Wärmeleitung einen Eu-ro pro Meter Trassenlänge. Der Zuschlag nach Satz 1 darf
20% der ansatzfähigen Investitionskosten des Neu- oder Ausbaus, ins-gesamt aber 5 Millionen Euro je Projekt, nicht überschreiten. Ansatzfä-hige Investitionskosten sind alle Kosten, die für erforderliche Leistungen Dritter im Rahmen des Neu- oder Ausbaus von Wärmenetzen tatsäch-lich angefallen sind. Die Summe der Zuschlagszahlungen für Wärme-netze darf 150 Millionen Euro je Kalenderjahr nicht überschreiten.“
Translation - English The Combined Heat and Power Act (KWKG) which came into effect 1 January 2009 is a key component in increasing the contribution of electricity from CHP-plants (even if not exclusively from renewable energies) and the promotion of construction and development of heating networks. According to § 7a(1-3) (adopted version of 25 October 2008): "The compensation payment per milimeter nominal diameter of newly installed heating pipe is one euro per meter of path. According to sentence 1, the compensation payment may exceed 20 % of identifiable investment costs for the new construction or development, but may not exceed a total of 5 million euros per project. Identifiable investment costs are all costs which have actually been incurred, for necessary third party services, for the new construction or development of the heating network. The sum of premium payments for heat supply grids must not exceed 150 million euros per calendar year.
