Las autoridades policiales ejecutaron las detenciones, así como el decomiso de diversas pruebas que los vinculan con los ilícitos.

Las primeras pesquisas señalan que los integrantes de las redes delictivas extorsionaban a empresarios en pequeño y a empleados de esa localidad, a quienes les exigían cantidades que oscilan entre los 100 y 500 dólares mensuales, a cambio de no atentar contra sus bienes e integridad física.

agree  Marie Wilson: "Dispositivo" makes me think of the Guardia Civil, they use the term for their activities so I suppose its the same kind of thing.

In my experience, Mexican usage of "dispositivo policiaco" is synonymous with "operativo" and either means a "police presence" or a "police raid". In this case I think it refers to an "operation" or "raid". You can find examples of this use below.

I would translate it either as:
"Police mounted an operation to arrest "MS" and "18" gang members at various points in downtown Ahuachapán and in the El Refugio municipality."

or using raid as a verb:

"Police raided various points in downtown Ahuachapán and the El Refugio municipality to arrest members of the "MS" and "18" gangs and confiscate evidence linking them with crimes."
