新闻出版总署在通知中说,这种现象严重损害了汉语的规范性和纯洁性,破坏了和谐健康的语言文化环境,造成了不良的社会影响。

争议

有学者表示,语言是活的,并非一成不变,它随着时代的变化而变化,否则就会成为没有生命的语言,而吸收外来语和生造词语则是语言发展的必经之路。

著名中国学者、上海大学教授朱学勤认为,这一通知是权力部门崇尚权力、希望在掌管人们思维之外,还要掌管说话的表现;也反映出中国近年经济高速发展后,官员们不再有改革开放初期面向世界的胸怀,却认为外国应该学习中国,中国不需要吸收外来东西。

不过,不仅是官方,最近也有一些中国学者提出“汉语危机”的说法,指出中国大陆的汉语表达正在日益粗鄙化,公众对汉语普遍漠视。

他们认为这会导致中华民族的文化危机,危害中国人的文化认同与民族认同。

这一观点也许反映了中国的某些现实,但许多学者认为,文化危机、文化认同和民族认同具有深层的政治、文化、民族和时代的因素,绝不是简简单单的言语粗鄙化或者生造词汇所能影响得了的。

“代表先进文化”
朱学勤教授在接受BBC中文网的采访时认为,指责汉语出版物中随意夹带外语单词和生造词语会破坏和谐健康的语言文化环境,会造成不良的社会影响,完全是不能成立的说法,是缺乏语言史常识的表现。

朱学勤教授举例说,上个世纪中国从日语中吸收了大量词汇,今天汉语的科学词汇中的70%来自日本,政治词汇中的宪法、干部、法律、社会、社会主义、资本主义、先进文化和代表等词汇也都来自日本。

如果不吸收这些外来词汇,今天中国的宪法就没有办法去写,而前总书记江泽民的《三个代表》一开头的“代表先进文化”这几个字,也会无从落笔。

朱学勤教授还提到在美国德克萨斯州的最新的世界语言监督中心的统计数字说,每天都有一个来自中国的单词进入英语,进入英语世界。他说,这些并没有对英语世界造成不良的社会影响。

新闻出版总署的这一通知还要求各级新闻出版行政部门进一步加强对出版物语言文字使用及质量的管理和检查,对违反使用语言文字规范的要责令改正,依法予以行政处罚。

不过,在互联网普及的时代,在中国史无前例地不得不对外开放的今天,行政手段也许能暂时禁止出版物中夹带外语单词和生造的词语,但能禁止互联网上的语言、最终达到“汉语言文字的规范性和纯洁性”吗?

朱学勤教授认为,在语言文字上建筑万里长城是行不通的。

在这个国际交往越来越密切,不同语言之间的渗透越来越平常的时候,拿什么来实现让汉语出版物中“千山A飞绝,万径B踪灭”这一伟大构想?其难度恐怕不亚于在大街上开辟出一个没有细菌的真空地带。

难道说,就为了所谓的“汉语言文字的纯洁性和规范性”,我们从此以后就要和CCTV、GDP、CPI这些已经混得脸熟的英文词汇说拜拜了?毕竟,哪怕仅仅是数字数,“中国中央电视台”、“国内生产总值”、“消费者物价指数”读起来都费劲多了。更别说,放着好好的DNA、MP3不用,非要让人家写成“脱氧核糖核酸”、“动态影像专家压缩标准音频层面3”,那不仅是折腾作者浪费纸张,更是故意挑战读者的阅读能力。

明明有捷径却不让大家走,别怪民众有怨言,这条禁令实在让人无法理解,而什么叫“随意夹带”,新闻出版总署没有明说,更是给人留下了足够的想象空间,足以吓得人浑身冒冷汗。其实,依据宪法规定,公民享有出版的权利,而法律并没有就公民在汉语出版物中的外语文字的比例作出硬性规定啊。


到年底了,估计是捞政绩的噱头
