I read the news on Telegraph UK today. Nice news, but I suspect Wen would be unable to make any substantive changes during his tenure given the conservativeness and selfishness of the central government as a whole.

You are absolutely right, but a lot of people have no other choices!

On the other hand, I think the key problem is that a lot of people neglected relevant fire codes and safety laws/regulations when building or remodeling more and more high-rise buildings, or the fire codes and safety laws/regulations they followed are out-of-date. As a matter of fact, it could still be safe to live in modern high-rise buildings if those buildings were built in accordance with appropriate fire codes and safety laws/regulations.
